Human Rights Commission Engagement Plan

Following the publication of the Annual State of Human Rights Report, the Human Rights Commission designed an engagement plan which outlines specific follow-up actions to issues raised by the report. The engagement plan guides the implementation of activities by the Commission over a one-year period as it outlines what each department will do to address the human rights challenges identified in the report.

 

It is grounded in the current 5-year strategic plan for the Human Rights Commission running through to 2011. This document amplifies on the issues raised in Zambia’s first ever National Plan of Action (NPA) on human rights which resulted from a National Vision Conference for stakeholders to identify priority areas in response to the human rights challenges that the country faced since independence.

 

Implementation of the engagement plan depends, in part, on active participation of stakeholders in different sectors. As it provides a concrete plan of action for consolidation of resources and efforts of the public and private sectors, civil society and other human rights activists, the engagement plan also allows for multi-sectoral approaches to human rights issues in the country.

 

“Not everything in the engagement plan will be done by the Human Rights Commission,” says the Human Rights Commission Director, Mr. Enoch Mulembe. “There are issues which will need to be taken up by relevant sectors such as education and health where they would be addressed most effectively.”

 

In 2008, various activities were undertaken pursuant to the engagement plan which resulted in increased understanding by the Commission staff and human rights partners of the fundamental human rights issues in Zambia, apart for contributing to the creation of awareness and informed debate among key decision-makers.

 

The engagement plan also facilitated effective collaboration between the Human Rights Commission, government, the civil society and development partners in the promotion and protection of human rights.
