Inspection of prisons & police cells in Lusaka Province

HRC conducted visitations to prisons and police stations in Lusaka Province between 13 September and 19 October 2011 to inspect conditions of the facilities.

The inspection was carried out pursuant to Section 9 of the Human Rights Commission Act No. 39 of 1996 which mandates the Commission, inter alia, to visit prisons and places of detention or related facilities with a view to assessing and inspecting conditions of the persons held in such places and make recommendations to redress existing problems.

The Commission noted with concern the poor conditions in prisons and police cells and the operational challenges faced by the officers who man the facilities.

The Commission will publish its findings with recommendations in a forthcoming report to be shared with stakeholders and the public.
